Job Title: Workforce Grants Administrator
Location: Geneva, IL
Status: Full Time, Exempt Employee
Job Summary:
We are looking for an experienced grant administrator to manage all workforce related grants that support workforce throughout a tri-county area. The candidate must have the ability to travel to numerous one-stop centers and affiliate sites throughout the workforce area and must be able to work collaboratively with Kane County, the Workforce Investment Board and grant sub-recipients to provide support and ensure grant compliance.
Minimum Requirements:
· Minimum of a bachelor’s degree and 5 years of experience directly administering a federal grant, a master’s degree is preferred;
· Practical knowledge of the Workforce Investment Act;
· Practical knowledge of grants and grant administration systems, processes and budgeting;
· An understanding of WIA eligibility;
· An understanding of WIA performance;
· The ability to operate Word and Excel;
· The ability to operate standard office equipment;
· A valid license, transportation and insurance;
· The ability to travel throughout a three-county workforce area (Kane, Kendall and DeKalb);
· The ability to travel to Springfield once a month, overnight;
· The ability to travel throughout the country no more than five times per year.
Job Responsibilities:
· Develop simple, uniform grant administration policies and procedures in conjunction with Kane County and the Workforce Investment Board;
· Manage the operation of all programs and projects in accordance with WIA program regulations; DCEO and Kane County policies along with related procedures established by the Workforce Investment Board;
· Prepare sub-recipient contracts;
· Prepare for and participate in monitoring of local area and address corrective action;
· Oversee annual program and fiscal monitoring of service providers and identify corrective action as a result of monitoring;
· Manage performance to ensure the local area meets or exceeds the specific performance measures established for each WIA funding stream;
· Interpret federal, state and local policies, procedures, regulations and laws;
· Analyze and compile statistical information;
· Submit time-sensitive reports to the Workforce Investment Board, Kane County and the Department of Commerce and Economic Opportunity;
· Routinely visit one-stop and satellite offices;
· Attend monthly board meetings;
· Ongoing monitoring of grant budgets and expenditures to ensure targets are met;
· Communicate relevant grant information with Workforce Board, Kane County, sub-recipients and fiscal staff;
· Working knowledge of governmental procurement and contracting procedures;
· Prepare written and statistical reports for various audiences;
· Perform various general grant administration functions such as billing, budget and contract modification and program evaluation;
· Perform any other duties as deemed necessary.
Physical Demands:
· The ability to sit in a meeting, car or plane for long periods of time;
· The ability to work effectively using a personal computer for long periods of time;
· The ability to lift up to 25 lbs.
